| Amendments to the Federal District Law on Transparency and Access to Public Information [Reforma a la Ley de Transparencia y Acceso a la Información Pública del Distrito Federal]

| This is a broad reworking of this law that affects almost all of its 97 articles. The main change is broadening the information that is to be made public. It is established that those obligated to provide public access to their information are not called the “public entities” rather the “obligated entities” that are, besides the ones previously mentioned, the Contaduría Mayor de Hacienda [the Federal District comptrollership], autonomous by law government organs, public trusts and funds, and political parties. The content of the information that must be available to the public is broadened; for example the obligated entities must also provide information about the money they receive from “self-generated resources,” plus information related to the procedures for awarding contracts; the delegaciones and the Federal District government must provide information about use of land, collection of taxes, services, and fees, and the total of the amounts received from them, lists of works in process within each delegación; the Legislative Assembly must report the amounts of money turned over to the deputies, parliamentary groups and political coalitions and the use of such resources; the information to be provided by trusts and public funds and by political parties is also spelled out.
The law was also amended to regulate the new obligation of protecting personal data. The institute in charge of this is now called the “Instituto de Acceso a la Información Pública y Protección de Datos Personales del Distrito Federal” [the Federal District Access to Public Information and Protection of Personal Data Institute], and what “personal data” is, is spelled out in greater detail and includes genetic data, social security numbers, personal email addresses, electronic code numbers, and religious, philosophical and moral beliefs and convictions.
