04/03/2011 Amendment to General Provisions Applicable to Banking Institutions
This amendment was intended to regulate transactions of banking institutions with “personas relacionadas o relevantes” [related or relevant persons].
 
04/03/2011 Regulations to the Federal District Law on Business Establishments in Matters of Occupancy and Security in Zonal Impact Establishments
These regulations indicate that the aforo which includes the number of persons working at a business establishment plus those using it has to be calculated as a function of the surface area of the establishment for services and attention to customers.
 
10/03/2011 Amendment to the Decree that Amended the Federal District Code of Civil Procedure published on September 10, 2009
The decree published in September 2009 introduced, among other items, the oral proceeding in civil matters.
 
16/03/2011 Amendment to the Federal District Law on Citizen Participation
This law establishes a participative budget.

This amendment establishes that new buildings in Zones I and II of the Federal District must have a way to collect rainwater and channel it back to the subsoil via wells or absorption ditches, paved areas with filters, grass covered parking lots or those with any material that allows rainwater to filter through it.

This international statute (approved in Bonn in 2009) creates the International Renewable Energy Agency
 
06/04/2011 Law on International Cooperation for Development
This new law created the Mexican Agency of International Cooperation for Development [Agencia Mexicana de Cooperación Internacional para el Desarrollo (AMEXCID)], as an independent agency of the Ministry of Foreign Relations.

03/05/2011 Amendments to the Federal District Environmental Law
These changes came about through two decrees published on the same day.
 
04/05/2011 Amendment to the Federal District Health Law
This amendment provides that the Secretariat of Health will carry out a campaign for the businesses where food is sold or served to provide information about the risks of excess weight and obesity.
 
10/05/2011 Amendments to the Federal Law on Economic Competition

05/08/2011 Amendment to the Law on Developing Competitivity of Micro-, Small, and Mid-size Businesses
This amendment merely establishes that the federal budget amount earmarked for development of micro, small and mid-size businesses may not be lower, in real terms, than the amount authorized for the previous year.

These amendments give more importance and weight to the Mexican Youth Institute.

11/10/2011 Regulations for Control of Parking on Roads in the Federal District
These are new regulations that refer to the parking of vehicles on public roads after payment at a pay station or parking meter.

The amendment states that such a fine is the maximum fine and now reads “up to one thousand five hundred days” but the authorities may impose lower fines.
